Government Workplaces: Digitally Integrating People, Place and Process

As digital working continues to evolve, and office generations become more diverse in terms of cultural background, gender and age, new workplace models are emerging that challenge traditional perceptions about Government workplace, approaches to its procurement and the leadership of teams within it. At this year’s Government Property Forum, the focus will be on exploring these new models, using cases studies and panel discussions to understand the opportunities they create and the challenges faced in implementing them.
You will hear from leaders in the field that will highlight how workplace strategy can evolve into a full digital transformation of systems and processes, how change can be successfully introduced in the government sector, how the private sector can be tapped to provide purpose-built next generation workplaces through commercially viable lease structuring, and how generational change is influencing leadership and management in the government sector.
This event will provide attendees with the knowledge and skills necessary to consider different approaches to planning agile digital and flexible workplace portfolios and how changed leadership approaches will motivate and meet diverse team expectations.

Session 1: Keynote speaker - Workplace innovation in Commonwealth Government
Pat Sowry has been the Assistant Secretary of Business Services for the Department of the Prime Minister and Cabinet since August 2014. A key priority has been leading the Department’s transformation through the delivery of Working Your Way, a project integrating people, place and technology to enable activity based working and more flexible working arrangements.
A graduate of the Royal Military College Duntroon, Pat had an Army career for almost three decades as an engineer and project manager that spanned the globe including service with the US Army and Marine Corps, and operational service in Afghanistan and Namibia. He had key roles in the delivery of counter-terrorism capabilities to support both the Sydney Olympics and the Army’s operational shift in the post-9/11 environment.
He joined the Australian Public Service in 2011 and prior to taking up his current role, led large scale programmes reforming public housing in remote Indigenous communities in the Northern Territory, and delivering infrastructure and internet services to remote communities nationally.
Pat will address the opportunities and challenges of implementing new workplace models in the Commonwealth Government Sector using the Department of Prime Minister and Cabinet as a case study.

Session 2: Organisational transformation and the government workplace
There are many examples of workplace being used as a catalyst for organisational transformation in the private sector but how can this be made to work within Government?
Sally Curtain is a pioneer in this field and will share her experience in leveraging a workplace project to generate new approaches to service design and delivery and energising staff in the exploration of innovation and cultural change.
Sally has had a long career in government, initially with the Department of Justice in Victoria, then as Strategic Director of Customer Focus and Innovation at the City of Casey and now as Executive Director of Customer and Technology at VicRoads.
Sally has a passion for customer service, for challenging the status quo and in inspiring and empowering teams to conceive and deliver new ways of working, as manifested in the City of Casey achieving finalist status in the 2017 Australian HR Awards and the IPAA (Victoria) Awards for workplace strategy and change management.

Session 3: New approaches to government workplace procurement and design.
For some years the ACT Government has been planning and implementing new accommodation and workplace strategies to support better and more efficient services to the people of Canberra. Early initiatives were Winyu House at Gungahlin and new workplaces for Access Canberra and the Health Directorate at Woden. Now the centrepiece of the strategy is underway in the form of two projects – Constitution Place adjacent the Legislative Assembly in Civic and Dickson Interchange on the site of the former Motor Vehicle Registry on Northbourne Avenue. These two projects will provide 20,000 sq.m. NLA in Civic and 13,000 sq.m. NLA in Dickson, accommodating over 3,000 staff in total.
These two projects and the program from which they have evolved is remarkable in many respects:
- purpose designed workspace delivered by the private sector on a leasehold basis secured through public tender
- part of larger urban renewal initiatives with commercial, retail, residential and parking facilities
- a new standard of government accommodation with a focus on sustainability, flexibility, collaboration and operational efficiency
- the largest introduction of an activity-based working model in Canberra.
Our speakers will provide an overview of the Government’s move to activity based working, including the learnings from the pilot within Nara House.
